Legislative History | In 2000, California Education Code §37220.6 established the state Cesar
Chavez Day holiday on March 31 of each year. In addition, the statute
directed the California Department of Education to develop Cesar E.
Chavez curriculum materials for use in K-12 schools and appropriated $5
million to the then Governor’s Office on Service and Volunteerism (now
CaliforniaVolunteers) to establish the Cesar Chavez Day of Service and
Learning program. CaliforniaVolunteers received $5 million each year
for three years (2000-01, 2001-02, 2002-03) to support service and
learning activities for K-12 students that honored the life and legacy
of Cesar E. Chavez. Per the statute, grant funds were limited to
national service program grantees or conservation corps (state or
local) that demonstrated the ability to administer high-quality service
projects for K-12 students.
Funds were suspended for the program for three state fiscal years
(2003-04, 2004-05, and 2005-06). Funds were again appropriated for the
2006-07 state fiscal year. During the summer of 2006, the
CaliforniaVolunteers Commission established a Cesar Chavez Day Task
Force to evaluate previous efforts and develop a recommended program
design for the next phase of this program, which focused on the
establishment of Afterschool Service Clubs and Legacy Projects honoring
the Life and Values of Cesar E. Chavez. Youth Service California has
managed this initiative for CaliforniaVolunteers since the program was
reinstated in 2006. |
